10/4/2024, 7:53 PM

Summary of Bill HR 4693

Bill 118 hr 4693, also known as the Tennessee Valley Authority Salary Transparency Act, aims to increase transparency within the Tennessee Valley Authority (TVA) by requiring the disclosure of salary information for all employees. The bill specifically mandates that the TVA must make publicly available the salaries of all employees, including executives and board members.

The purpose of this legislation is to provide the public with greater insight into how taxpayer dollars are being spent within the TVA, a federally owned corporation that provides electricity to millions of people in the Tennessee Valley region. By requiring the disclosure of salary information, the bill seeks to promote accountability and ensure that taxpayer funds are being used responsibly.

Supporters of the bill argue that increased transparency will help to prevent excessive executive compensation and promote fairness within the organization. Critics, however, raise concerns about the potential impact on employee privacy and the ability of the TVA to attract top talent if salary information is made public. Overall, the Tennessee Valley Authority Salary Transparency Act represents an effort to promote accountability and transparency within the TVA, with the goal of ensuring that taxpayer funds are being used effectively and responsibly.

Congressional Summary of HR 4693

Tennessee Valley Authority Salary Transparency Act

This bill expands reporting requirements for the Tennessee Valley Authority (TVA). TVA is a government corporation that provides electricity in Tennessee and in portions of several surrounding states. It also provides flood control, navigation, and land management services for the Tennessee River system.

The bill reinstates and modifies the requirement for TVA to file an annual report with Congress in March regarding its employment structure. (The requirement was terminated by the Federal Reports Elimination and Sunset Act of 1995.)

The bill modifies the requirement that the report include the total number, names, salaries, and duties of employees earning more than $1,500 a year. Under the bill, this information is only required for employees who (1) are employed at the management level or above (including executives and board members); and (2) are compensated at or above the maximum rate of basic pay for grade GS-15 of the General Schedule.

The bill exempts the information concerning employee salaries contained in the report from public disclosure under the Freedom of Information Act (FOIA) and the Access to Congressionally Mandated Reports Act.
