Summary of Bill S 423
The main goal of this bill is to establish a clear and consistent budgeting process for the VA, which will help to ensure that the department has the resources it needs to effectively serve our veterans. By protecting regular order for budgeting, the bill aims to prevent any last-minute funding crises or uncertainties that could impact the VA's ability to provide essential services to veterans.
In addition to ensuring a stable and predictable budgeting process for the VA, the bill also includes provisions aimed at improving transparency and accountability within the department. This includes requirements for regular reporting on budget allocations and expenditures, as well as measures to prevent any misuse or mismanagement of funds within the VA. Overall, Bill 119 s 423 is a bipartisan effort to strengthen the budgeting process for the Department of Veterans Affairs and ensure that our nation's veterans receive the support and care they deserve. By promoting regular order and transparency in budgeting, the bill aims to protect the vital services provided by the VA and uphold our commitment to those who have served our country.
Congressional Summary of S 423
Protecting Regular Order for Veterans Act of 2025 or the PRO Veterans Act of 2025
This bill requires the Department of Veterans Affairs (VA) to provide quarterly budget briefings to Congress and prohibits the VA from providing specified pay incentives to senior level employees.
First, the bill requires VA to provide quarterly budget briefings to Congress, which must include information on any budget shortfalls the VA may be experiencing. The VA must present its plans to address or mitigate shortfalls during such briefings.
Next, the bill prohibits the VA from providing certain senior level employees with a critical skill incentive, which is generally a payment bonus for employees possessing a high-demand skill or skill that is at a shortage. Specifically, the VA may not provide such an incentive to an employee in a Senior Executive Service position or other comparable position at the central office of the VA (e.g., the Veterans Health Administration), regardless of the actual location where the employee performs the functions of the position.
The bill also provides that an incentive may be provided to senior-level employees on an individual basis and upon approval by specified officers (e.g., the Under Secretary for Health). Additionally, senior-level employees whose positions are primarily at the central office of the VA but perform some portion of the job function at other VA facilities are exempt from the prohibition.
The VA must report to Congress annually regarding senior-level employees who were provided a critical skill incentive.

Well, this bill seems like a step in the right direction for our veterans. About time they get some recognition for all they do. Can't wait to see how it all plays out. #PROVeteransAct #2025

I don't understand why this bill is making changes to benefits for veterans. Will this affect my dad who served in the military?
