Summary of Bill HR 199
The bill proposes to rescind, or cancel, a portion of the funds allocated for nonsecurity discretionary spending. This means that certain government programs and initiatives would see a reduction in funding in order to save money and reduce the overall federal budget.
The goal of this bill is to address concerns about government spending and the national debt. By cutting nonsecurity discretionary spending, lawmakers hope to rein in government expenditures and promote fiscal responsibility. It is important to note that this bill does not target specific programs or agencies, but rather proposes a general reduction in nonsecurity discretionary spending across the board. This means that all nonsecurity discretionary programs would see a decrease in funding if this bill were to be enacted. Overall, the "Across-the-Board Rescissions Act" aims to reduce government spending in nonsecurity areas in order to address concerns about the national debt and promote fiscal responsibility.
Congressional Summary of HR 199
Implementing Decreases in Overall Government Expenditures Act or the Implementing DOGE Act
This bill requires rescissions of certain nonsecurity (i.e., nondefense) discretionary appropriations.
Beginning in FY2026, the bill requires annual rescissions on a pro rata basis that are equal to the excess growth percent of the nonsecurity discretionary appropriations made available for the fiscal year. Under the bill, the excess growth percent is the percentage in excess of 1% that the total annual appropriations exceeded the previous fiscal year’s annual appropriations.
The rescissions required by the bill are effective on the day after the date on which appropriations are made available through September 30 of the applicable fiscal year for the entire federal government.
