3/11/2024, 3:57 PM

Summary of Bill HR 2466

Bill 118 hr 2466, also known as the Essential Air Service Reform Act, is a piece of legislation currently being considered by the US Congress. The bill aims to make changes to the Essential Air Service (EAS) program, which provides federal subsidies to airlines serving rural and remote communities that would otherwise not have access to commercial air travel.

One of the key provisions of the bill is to increase the transparency and accountability of the EAS program. This includes requiring the Department of Transportation to publish detailed information on the subsidies provided to each airline participating in the program, as well as the routes and communities served. This information would be made available to the public in order to ensure that taxpayer dollars are being used efficiently and effectively.

Additionally, the bill seeks to streamline the process for airlines to participate in the EAS program. This would involve reducing the bureaucratic red tape and regulatory hurdles that currently exist, making it easier for airlines to provide service to underserved communities. Overall, the Essential Air Service Reform Act aims to modernize and improve the EAS program in order to better serve the needs of rural and remote communities across the United States. By increasing transparency, accountability, and efficiency, the bill seeks to ensure that taxpayer dollars are being used wisely and that essential air services are being provided to those who need them most.

Congressional Summary of HR 2466

Essential Air Service Reform Act

This bill modifies the Essential Air Service (EAS) program's applicant selection process for air service providers. (The EAS program was established to ensure that small communities that were served by certificated air carriers before the Airline Deregulation Act of 1978 would continue to receive scheduled passenger service.)

Specifically, the Department of Transportation (DOT) must consider the overall cost of a submitted bid when selecting an EAS applicant to provide basic essential air service to a community.

The bill also removes a current requirement that, in selecting an EAS applicant, DOT give substantial weight to the views of elected officials who represent air transportation users.

Finally, DOT must notify Congress when it enters into an EAS contract with an air service provider and include an explanation for awarding the contract with the notification.
