Summary of Bill HR 8104
Bill 117 HR 8104, also known as the Defense Semiconductor Stockpile Act, is a piece of legislation introduced in the US Congress that aims to establish a stockpile of critical semiconductor materials for national defense purposes. The bill recognizes the importance of semiconductors in modern warfare and national security, as these materials are essential for the production of advanced military technologies such as missiles, drones, and communication systems.
The Defense Semiconductor Stockpile Act authorizes the Secretary of Defense to establish and maintain a stockpile of semiconductor materials, components, and equipment necessary for the production of advanced defense technologies. The bill also directs the Secretary to develop a comprehensive plan for the management and utilization of the stockpile, including guidelines for the acquisition, storage, and distribution of semiconductor materials.
Furthermore, the bill requires the Secretary of Defense to submit annual reports to Congress on the status of the stockpile, including information on the quantity and quality of semiconductor materials held in reserve, as well as any changes or updates to the stockpile management plan. The legislation also includes provisions for the periodic review and assessment of the stockpile to ensure its effectiveness and relevance to national defense needs. Overall, the Defense Semiconductor Stockpile Act seeks to enhance the United States' strategic capabilities in the field of semiconductor technology and ensure that the country is adequately prepared to meet the challenges of modern warfare. By establishing a dedicated stockpile of critical semiconductor materials, the bill aims to strengthen national security and safeguard the country's technological advantage in defense-related industries.
