Summary of Bill HR 455
Bill 119 hr 455, also known as the "Chinese Communist Party Influence on Higher Education Act," aims to amend the Higher Education Act of 1965 to prevent institutions of higher education from receiving Federal funds if they employ instructors funded by the Chinese Communist Party (CCP). The bill seeks to address concerns about potential influence and control exerted by the CCP on American higher education institutions through funding of instructors.
If passed, this legislation would prohibit institutions of higher education from receiving Federal funds if they employ instructors who are funded by the CCP. The bill also includes provisions for reporting requirements and penalties for non-compliance.
Supporters of the bill argue that it is necessary to safeguard academic freedom and prevent undue influence from foreign governments, particularly the CCP. Critics, however, raise concerns about potential negative impacts on academic collaboration and exchange programs between American and Chinese institutions. Overall, Bill 119 hr 455 represents a significant effort to address concerns about foreign influence in higher education and protect the integrity of academic institutions in the United States.
