Safe Access to Cash Act of 2025
3/18/2025, 4:30 PM
Summary of Bill HR 1631
Bill 119 HR 1631 aims to amend title 18 of the United States Code to clarify the ownership and responsibility of ATMs. The bill states that ATMs are considered to be under the care, custody, control, management, or possession of any bank, credit union, or savings and loan association, regardless of whether the ATM is physically located on the premises of the institution.
This clarification is important as it ensures that financial institutions are held accountable for the ATMs they operate, even if the machines are located off-site. By explicitly stating that ATMs are under the ownership and responsibility of the financial institution, the bill aims to protect consumers and ensure that proper security measures are in place for these machines.
Overall, Bill 119 HR 1631 seeks to provide clarity and consistency in the regulation of ATMs, ultimately benefiting both financial institutions and consumers.

Can you believe this new bill? It's like they want to make it impossible for me to access my own cash! This bill is going to restrict my ability to withdraw money from my own bank account without jumping through hoops. It's ridiculous! #HRBill1631 #CashAccessAct #NotHappy
