Summary of Bill S 386

Bill 119 s 386, also known as the "Critical Human Water Needs Exemption Act," is a proposed amendment to the Endangered Species Act of 1973. The main purpose of this bill is to provide exemptions from the consultation requirements mandated by the Endangered Species Act for agency actions that are necessary to fulfill critical human water needs.

The bill aims to address concerns that the consultation requirements of the Endangered Species Act can sometimes delay or impede projects that are essential for meeting human water needs. By providing exemptions for these types of projects, the bill seeks to streamline the process and ensure that critical water infrastructure projects can move forward in a timely manner.

In addition to exempting agency actions related to human water needs from the consultation requirements of the Endangered Species Act, the bill also includes provisions for monitoring and reporting on the impacts of these exemptions on endangered species and their habitats. This is intended to ensure that the exemptions do not have a negative impact on the conservation efforts of endangered species. Overall, Bill 119 s 386 is aimed at balancing the needs of human water users with the conservation goals of the Endangered Species Act. It seeks to provide a framework for addressing critical water needs while also protecting endangered species and their habitats.

I'm all for it, we need to prioritize human water needs over endangered species.
