This new bill, it's supposed to be all about "modernization" but all it's doing is causing more confusion and chaos. It's like they're trying to fix something that isn't broken. Why do they always have to meddle with things that are working just fine? Who is really benefiting from this so-called "modernization" act? Who is going to be affected by this mess?
