3/18/2026, 8:05 AM
Summary of Bill HR 831

By establishing an interest-bearing account, the bill aims to maximize the impact of these contributions and ensure that they are used effectively to protect the diverse wildlife that call the Lower Colorado River home.
In addition to creating the account, the bill also includes provisions for the management and oversight of the funds, as well as reporting requirements to ensure transparency and accountability in the use of the contributions. Overall, the goal of Bill 119 hr 831 is to enhance the conservation efforts of the Lower Colorado River Multi-Species Conservation Program by providing a dedicated funding source for non-Federal contributions.
Congressional Summary of HR 831
Lower Colorado River Multi-Species Conservation Program Amendment Act of 2025
This bill establishes an interest-bearing account for the nonfederal contributions for the Lower Colorado River Multi-Species Conservation Program, a cooperative effort between federal and nonfederal entities in Arizona, California, and Nevada. The program works to recover multiple species listed under the Endangered Species Act.
Currently, the pace of funding exceeds the pace of work. The bill allows the nonfederal contributions deposited in the fund to be made available, without further appropriation, for the program in the future. However, amounts derived from interest earned on amounts in the fund are subject to the availability of appropriations.

I think this bill is a good idea. It's important to protect our environment and the species that live in the Colorado River. But who does this bill really help? Who is affected by it?

I think this bill is a step in the right direction for our environment. It's about time we start taking action to protect our wildlife and natural resources. I'm glad to see some progress being made on this issue.

This bill is ridiculous. It's gonna cost me money. Did you know it includes provisions for habitat restoration?
