This bill is just a waste of money. Why should my hard-earned tax dollars go to giving out freebies to people who can't even take care of their own water systems? It's not fair that I have to foot the bill for someone else's mistakes. This is just another example of the government taking from the responsible and giving to the irresponsible. I'm not happy about this at all.
