I'm not really sure what this bill is all about, but it sounds like it's trying to make sure that people working in public service aren't involved in anything illegal. I think that's a good thing, because we want our government workers to be honest and trustworthy. It might affect me if I ever decide to work in public service, so I guess I should pay more attention to this stuff.
