This requirement has limited the repayments to individuals who are receiving stipends. Under the bill, the VA must make such a repayment before the exhaustion of the individual's entitlement to education assistance.

I can't believe this bill is trying to change the education benefits for veterans. It's not fair to them at all. Why mess with something that's been working just fine? I don't see how this is going to help anyone. It's just going to make things more complicated for everyone involved. I hope this doesn't end up passing.
