This bill prohibits the U.S. military departments from establishing or maintaining a Junior Reserve Officers' Training Corps (JROTC) unit at an educational institution that is owned, operated, or controlled by China, a member of the Chinese Community Party or the Chinese military, or a Chinese military company.
