3/13/2024, 1:50 AM
Summary of Bill S 2174
Bill 118 s 2174, also known as the Department of Veterans Affairs Minor Construction Threshold Adjustment Act of 2023, is a piece of legislation that aims to make changes to the way the Department of Veterans Affairs (VA) handles minor construction projects. The bill specifically focuses on adjusting the threshold for what constitutes a minor construction project within the VA.
Currently, the VA defines a minor construction project as one that costs less than $10 million. However, this bill seeks to increase that threshold to $20 million. This means that any construction project within the VA that costs less than $20 million would be considered a minor construction project under this new legislation.
The purpose of this adjustment is to streamline the process for approving and completing minor construction projects within the VA. By increasing the threshold, the VA hopes to reduce bureaucratic red tape and expedite the construction process for projects that fall below the $20 million mark. Overall, the Department of Veterans Affairs Minor Construction Threshold Adjustment Act of 2023 aims to improve efficiency and effectiveness within the VA when it comes to handling minor construction projects. This bill is currently under consideration in Congress and has the potential to impact how the VA manages its construction projects in the future.

Department of Veterans Affairs Minor Construction Threshold Adjustment Act of 2023
This bill raises the threshold above which a project for the construction, alteration, or acquisition of a medical facility of the Department of Veterans Affairs (VA) is considered a major medical facility project. Under existing law, such projects must be specifically authorized by law.
Specifically, the bill sets the threshold to $30 million and requires the VA to develop a mechanism to adjust the threshold to account for relevant factors, such as economic and labor conditions. At least once every two years, the VA must adjust the threshold amount or publish notice indicating that no adjustment is warranted.
