Congressional Summary of HR 5440
Protecting Americans from Foreign Commercial Spyware Act
This bill prohibits provision of U.S. foreign assistance, except for military assistance, to countries that use foreign commercial spyware to target U.S. persons. If the President certifies to Congress that extraordinary circumstances or national security priorities exist warranting the provision of foreign aid to that country, such prohibition may be waived.
