Ukraine Reconstruction Act of 2023

This bill requires the President to declare Russia an aggressor state and Belarus an affiliated aggressor state and to impose property-blocking sanctions on each. The Department of the Treasury shall transfer such blocked property to an international fund to hold such assets for the reconstruction of Ukraine.

The Department of State shall work with other countries to establish an international compensation tribunal to adjudicate claims presented by Ukraine, including Ukrainian individuals and entities, against Russia and Belarus.
