TRICARE Fairness for National Guard and Reserve Retirees Act
12/15/2023, 3:58 PM
Summary of Bill HR 3668
Bill 118 hr 3668, also known as the TRICARE Fairness for National Guard and Reserve Retirees Act, aims to provide fair and equal healthcare benefits to National Guard and Reserve retirees. Currently, these retirees are required to wait until they reach the age of 60 to be eligible for TRICARE health coverage, while their active duty counterparts are eligible at age 60.
The bill seeks to rectify this disparity by allowing National Guard and Reserve retirees to access TRICARE health coverage at the same age as active duty retirees. This would ensure that all military retirees, regardless of their service status, have access to the same healthcare benefits upon retirement.
Supporters of the bill argue that National Guard and Reserve retirees make significant sacrifices and contributions to the military and should not be disadvantaged when it comes to accessing healthcare benefits. By providing equal access to TRICARE coverage, the bill aims to honor the service and dedication of these retirees. If passed, the TRICARE Fairness for National Guard and Reserve Retirees Act would have a positive impact on the healthcare coverage of National Guard and Reserve retirees, ensuring that they receive the same benefits as their active duty counterparts.

Congressional Summary of HR 3668
TRICARE Fairness for National Guard and Reserve Retirees Act
This bill aligns eligibility for TRICARE health coverage with the age at which personnel of the Retired Reserve (former National Guard and Reserve members) begin receiving retired pay. Specifically, personnel of the Retired Reserve who are not yet age 60 but are receiving their retirement pay may purchase TRICARE health coverage for retired military personnel, rather than the presently allowed TRICARE Retired Reserve.
Under current law, Reserve Component personnel may retire below age 60, but not below 50, based on active duty performance.
