Primacy Certainty Act of 2023

2/5/2024, 2:30 PM

Summary of Bill HR 3568

Bill 118 HR 3568, also known as the Primacy Certainty Act of 2023, is a piece of legislation currently being considered by the US Congress. The main goal of this bill is to establish a framework for states to have more certainty and control over their own environmental protection programs.

One key aspect of the Primacy Certainty Act is the requirement for the Environmental Protection Agency (EPA) to provide clear guidelines and deadlines for states to apply for and receive primacy status for certain environmental programs. Primacy status allows states to take the lead in implementing and enforcing these programs, rather than relying solely on federal oversight.

Additionally, the bill aims to streamline the process for states to obtain primacy status by reducing unnecessary bureaucratic hurdles and providing technical assistance to help states meet the necessary requirements. This is intended to promote more efficient and effective environmental protection efforts at the state level. Overall, the Primacy Certainty Act of 2023 seeks to empower states to take the lead in protecting their own environments while still ensuring that federal standards are met. This bill is currently under review in Congress and may undergo further revisions before potentially becoming law.
