2/5/2024, 11:45 AM
Summary of Bill HR 3424
Bill 118 HR 3424, also known as the Forest Conservation Easement Program Act of 2023, aims to establish a program within the Department of Agriculture to provide financial assistance to landowners who voluntarily agree to conserve their forested lands through conservation easements.
Under this bill, landowners who participate in the program would receive annual payments in exchange for agreeing to maintain their forested lands in a natural state and refrain from developing or converting the land for other purposes. The goal of the program is to promote the conservation of forested lands, which provide important environmental benefits such as carbon sequestration, wildlife habitat, and clean water.
The bill also includes provisions for monitoring and enforcement to ensure that landowners are complying with the terms of their conservation easements. Additionally, the bill allocates funding for technical assistance and outreach to help landowners understand the benefits of participating in the program and how to apply for assistance. Overall, the Forest Conservation Easement Program Act of 2023 seeks to incentivize landowners to conserve their forested lands and protect valuable natural resources for future generations.
