Small Refinery Exemption Clarification Act of 2021
12/31/2022, 5:08 AM
Summary of Bill HR 4313
Bill 117 HR 4313, also known as the Small Refinery Exemption Clarification Act of 2021, aims to clarify the process for granting small refinery exemptions (SREs) under the Renewable Fuel Standard (RFS) program. The RFS program requires certain refineries to blend renewable fuels, such as ethanol, into their gasoline and diesel products.
The bill addresses concerns that some larger refineries have been receiving exemptions meant for smaller refineries, leading to decreased demand for renewable fuels and potential harm to the environment. By clarifying the criteria for granting SREs and ensuring that only small refineries are eligible, the bill seeks to uphold the integrity of the RFS program and promote the use of renewable fuels.
Supporters of the bill argue that it will help level the playing field for small refineries and protect the renewable fuel industry. Critics, however, are concerned that the bill may limit the flexibility of the Environmental Protection Agency (EPA) in granting exemptions and could lead to increased costs for consumers. Overall, the Small Refinery Exemption Clarification Act of 2021 aims to bring transparency and fairness to the process of granting SREs under the RFS program, while balancing the needs of both the renewable fuel and oil refining industries.
