Congressional Summary of S 3146

This bill nullifies any collective bargaining agreement between federal employees and agencies that is effective on or after April 30, 2019, if the agreement was not mutually and voluntarily agreed to by all parties or ordered after the completion of binding arbitration. A prior agreement continues to apply until a new agreement that meets the bill's requirements takes effect.
