Equality in Leadership and Inclusion in Top Elements Act of 2020 or the ELITE Act of 2020

This bill directs the Department of the Defense to seek to enter into an agreement with a federally funded research and development center with relevant expertise to conduct an evaluation of the barriers to minority participation in specified units of the Armed Forces.
