This bill directs the Department of Energy to establish a pilot program to award matching grants for nonprofit organizations to retrofit their buildings with energy-efficiency improvements.

This bill amends the Energy Independence and Security Act of 2007 to decrease the amount of appropriations authorized in FY2015 for the Zero Net Energy Commercial Buildings Initiative.
