Commodity End-User Relief Act

This bill amends the Commodity Exchange Act to reauthorize it and the Commodity Futures Trading Commission (CFTC) through FY2019, and revise requirements and prohibitions regarding:

  • registered futures associations;
  • futures commission merchants;
  • commodity brokers in bankruptcy;
  • futures trading transactions;
  • judicial review of CFTC rules;
  • the public interest exemption from futures trading and foreign transactions regulations of certain agreements, contracts, or transactions entered into pursuant to an approved or permitted tariff or rate schedule;
  • swap dealers;
  • unregistered designated contract markets or a swap execution facilities;
  • bona fide hedging transactions or positions; and
  • commodity pool operators that are qualified charitable organizations.
