Congressional Summary of S 1556

Unity in Service to America Act (USA Act) - Amends the National and Community Service Act of 1990 to require the Points of Light Foundation, after obtaining the guidance of the heads of appropriate Federal agencies, such as the Director of the Office of Homeland Security and the Attorney General, to: (1) make an estimate of the number of victims killed as a result of the terrorist attacks on September 11, 2001; (2) compile a list of the name of each victim, including the State in which the victim resided; and (3) identify approximately the estimated number of community-based national and community service projects that meet certain eligibility requirements, and name each project in honor of a victim after obtaining the permission of the victim's family and the entity carrying out the project. Directs the Foundation to name projects that advance the goals of unity, and improving the quality of life in communities.
