Waives the requirement under rule XIII of the House of Representatives of a two-thirds vote to consider a Committee on Rules report on the same day it is presented to the House, with respect to any resolution reported on November 16, 2001, providing for consideration or disposition of a conference report on S. 1447 (aviation security) or any amendment reported in disagreement from a conference thereon.
