National Indian Research Institute Act - Establishes as a federally chartered corporation the National Indian Research Institute (Institute) which shall be located in the George Washington University, Washington, D.C.
Directs the Institute to: (1) conduct research and analysis and provide public information relating to Indian public policy; (2) develop a data base and act as an information clearinghouse; (3) conduct public forums and symposia; and (4) make public information available.
Establishes in the Institute a Resource Advisory Council.
States that the Institute shall: (1) be nonprofit and nonpolitical in nature; and (2) have tax exempt status.
Transfers to the Institute the functions of the National Center for Native American Studies and Indian Policy Development.
Directs the Secretary of Health and Human Services to award a grant to the George Washington University for Institute activities.
Authorizes the Institute to enter into agreements with and provide grants to specified tribal colleges.
Authorizes appropriations.
