Colorado Wilderness Act of 1993 - Designates specified Colorado lands to be components of the National Wilderness Preservation System and to constitute or be parts of the: (1) Big Blue Wilderness; (2) Buffalo Peaks Wilderness; (3) Powderhorn Wilderness; (4) Mount Zirkel Wilderness; (5) Greenhorn Mountain Wilderness; (6) Fossil Ridge Wilderness Area; (7) Lost Creek Wilderness; (8) Raggeds Wilderness; (9) Piedra Wilderness; (10) Roubideau Wilderness; (11) Sangre de Cristo Wilderness; (12) Sarvis Creek Wilderness; (13) South San Juan Wilderness; (14) Hunter Fryingpan Wilderness; (15) Byers Peak Wilderness; (16) Tabeguache Wilderness; (17) Vasques Peak Wilderness; (18) Weminuche Wilderness; (19) La Garita Wilderness; (20) Farr Wilderness; and (21) Never Summer Wilderness.

Sets forth provisions concerning water rights in these areas.

Establishes the Fossil Ridge National Conservation Area consisting of lands in the Grand Mesa, Uncompahgre, and Gunnison National Forests, Colorado.

Establishes the Bowen Gulch backcountry recreation area in the Arapaho National Forest, Colorado.
