DCA Act of 2023

12/15/2023, 3:57 PM

Direct Capital Access Act of 2023 or the DCA Act of 2023

This bill increases the number of daily round-trip flights allowed at Ronald Reagan Washington National Airport (DCA).

Specifically, this bill adds 56 new slots at DCA to allow for 28 additional daily round-trip flights. (Airlines flying to and from DCA are subject to slot and perimeter rules set by federal law and regulation. The slot rules determine the total number of flight slots that can be handled in a given time period. In addition, a statutory perimeter rule limits nonstop flights to a 1,250-mile radius unless they are granted an exemption in law.)

Current law limits DCA to a maximum of 67 hourly slots for flights both within- and beyond-perimeter; a round-trip flight serving DCA requires two slots (or a slot pair). Of those slots, 40 daily slots are exempt from the perimeter rule.

Under the bill's slot increase, operations at DCA may not increase by more than eight flights per hour.

Bill 118 HR 3185, also known as the DCA Act of 2023, is a piece of legislation currently being considered by the US Congress. The purpose of this bill is to establish a new agency called the Digital Citizenship Agency (DCA) within the federal government. The DCA would be responsible for overseeing and regulating various aspects of digital citizenship, including online privacy, cybersecurity, and digital literacy.

The bill outlines the duties and responsibilities of the DCA, which include developing and implementing policies to protect individuals' online privacy, promoting cybersecurity best practices, and educating the public on how to navigate the digital world safely and responsibly. The DCA would also work with other government agencies, industry stakeholders, and advocacy groups to address emerging issues related to digital citizenship.

In addition, the bill allocates funding for the DCA to carry out its mission and establishes reporting requirements to ensure transparency and accountability. It also includes provisions for the DCA to collaborate with state and local governments to coordinate efforts to promote digital citizenship at all levels. Overall, the DCA Act of 2023 aims to address the growing importance of digital citizenship in today's society and provide a framework for protecting individuals' rights and promoting responsible behavior online. It is currently under review in Congress, where lawmakers are considering its potential impact and feasibility.
