Licensing Individual Commercial Exam-takers Now Safely and Efficiently Act of 2023 or the LICENSE Act of 2023

This bill provides statutory authority for waivers of training, testing, and other requirements for commercial driver's licenses (CDLs) that were issued by the Federal Motor Carrier Safety Administration to respond to the COVID-19 pandemic.

Specifically, this bill allows a state or third-party examiner who has maintained a valid CDL test examiner certification and has previously completed a CDL skills test examiner training course to administer the CDL knowledge test, so long as they have completed one unit of the CDL knowledge test training course.

The bill also allows a state to administer a driving skills test to any CDL applicant regardless of the applicant's state of domicile or where the applicant received driver training.

The LICENSE Act of 2023, also known as Bill 118 hr 3013, is a piece of legislation currently being considered by the US Congress. The main purpose of this bill is to establish a national standard for occupational licensing across all states.

The bill aims to streamline the process for obtaining occupational licenses by creating a national database of licensed professionals. This database would allow individuals to easily transfer their licenses between states, reducing the burden of having to go through the licensing process multiple times if they move to a different state.

Additionally, the LICENSE Act of 2023 seeks to promote competition and innovation by requiring states to review their licensing requirements and eliminate any unnecessary barriers to entry. This would help to create a more level playing field for individuals seeking to enter various professions. Furthermore, the bill includes provisions to increase transparency and accountability in the licensing process. States would be required to regularly report on the number of licenses issued, the fees charged, and any disciplinary actions taken against licensed professionals. Overall, the LICENSE Act of 2023 aims to modernize and improve the occupational licensing system in the United States, making it easier for individuals to enter and succeed in their chosen professions.
