EMBRACE Stormwater Management Act or the Enhancing Military Base Resilience And Conserving Ecosystems through Stormwater Management Act

This bill authorizes the Department of Defense and each military department to implement stormwater management projects on or related to military installations.

Specifically, such projects are authorized for the purpose of (1) protecting nearby waterways and stormwater-stressed ecosystems, and (2) improving military installation resilience or the resilience of a defense access road or other essential civilian infrastructure supporting the installation.

Bill 117 HR 5262, also known as the Enhancing Military Base Resilience and Conserving Ecosystems through Stormwater Management Act, aims to improve the resilience of military bases and protect ecosystems through better stormwater management practices.

The bill requires the Department of Defense to develop and implement stormwater management plans for all military installations. These plans must include measures to reduce stormwater runoff, prevent erosion, and protect water quality. The goal is to minimize the impact of stormwater on the environment and ensure that military bases are better prepared for extreme weather events.

Additionally, the bill encourages the use of green infrastructure, such as rain gardens and permeable pavement, to manage stormwater on military bases. These nature-based solutions can help reduce flooding, improve water quality, and enhance biodiversity. Furthermore, the bill establishes a grant program to support the implementation of stormwater management projects on military bases. This funding will help offset the costs of infrastructure upgrades and promote sustainable practices. Overall, the Enhancing Military Base Resilience and Conserving Ecosystems through Stormwater Management Act seeks to enhance the environmental sustainability of military installations while also improving their ability to withstand the impacts of climate change. By prioritizing stormwater management and conservation efforts, the bill aims to protect both the environment and national security interests.
