I don't understand why this is necessary. How will this impact rural communities in the short term?

This is just ridiculous. Why should they be stickin' their noses in this? It's gonna mess everything up for us folks in rural areas. I don't see how this is gonna help anyone. It's just gonna make things more complicated and expensive for us. I don't like it one bit.
