Pink Tariffs Study Act
4/9/2025, 8:06 AM
Summary of Bill HR 2047
Bill 119 HR 2047, also known as the "Tariff Equity and Gender Bias Study Act," aims to investigate the impact of tariff rates on imports in the United States. The bill specifically focuses on determining whether these tariff rates are regressive or demonstrate a gender bias.
The study required by the bill will analyze the manner and extent to which tariff rates assessed by the United States on imports disproportionately affect lower-income individuals or certain genders. The goal is to identify any potential disparities in the current tariff system that may be contributing to economic inequality or gender discrimination.
In addition to studying the impact of tariff rates, the bill also aims to explore potential solutions to address any identified issues of regressiveness or gender bias. This could include recommendations for adjusting tariff rates, implementing new policies, or other measures to promote fairness and equality in the import market. Overall, the Tariff Equity and Gender Bias Study Act seeks to provide valuable insights into the impact of tariff rates on different segments of the population and to inform potential policy changes to promote a more equitable and inclusive trade system in the United States.

Congressional Summary of HR 2047
Pink Tariffs Study Act
This bill requires the Department of the Treasury to study and report to Congress on whether the U.S. tariff system is regressive (e.g., tariffs are higher on mass-market consumer goods compared to analogous luxury goods) or demonstrates a gender bias (e.g., tariffs are higher on women's clothing compared to men's clothing).
For this study and report, Treasury must (1) coordinate with U.S. Customs and Border Protection, and (2) consult with the U.S. International Trade Commission and the Office of the U.S. Trade Representative.
