12/5/2024, 9:20 PM
Summary of Bill S 4347
The main purpose of the bill is to authorize the Secretary of the Interior to convey certain federal lands to the Central Nebraska Public Power and Irrigation District and the Frenchman Cambridge Irrigation District. These lands are currently managed by the Bureau of Reclamation and are located near the reservoirs.
The conveyance of these lands would allow the local entities to better manage and utilize the land for agricultural, recreational, and conservation purposes. It is believed that transferring the lands to these entities would result in more efficient and effective land management practices. Overall, the Swanson and Hugh Butler Reservoirs Land Conveyances Act aims to facilitate the transfer of federal lands to local entities in Nebraska in order to improve land management and utilization around the Swanson and Hugh Butler Reservoirs.
Congressional Summary of S 4347
Swanson and Hugh Butler Reservoirs Land Conveyances Act
This bill provides for the conveyance of certain federal lands located at the Swanson Reservoir and Hugh Butler Reservoir in Nebraska to Hitchcock County and Frontier County, respectively. The counties must manage the land for substantially the same purposes for which they are being used or for (1) certain public recreation purposes, (2) public access, (3) fish and wildlife habitat, or (4) the preservation of the natural character of the land.
Within three years, the Bureau of Reclamation must enter into negotiations to transfer (1) the Swanson Permitted Cabin Land, the Swanson Permitted Concession Land, and the Lakeview Lodge Permitted Concession Land to Hitchcock County; and (2) the Red Willow Permitted Cabin Land and the Red Willow Permitted Concession Land to Frontier County. Reclamation must offer to convey the land as soon as practicable after the title transfer agreement is made. The land must be conveyed in whole and not subdivided. Additionally, the bill subjects the conveyances to certain existing rights and requirements. Further, the bill limits future conveyances of the land.
Reclamation must enter into a memorandum of agreement with each county to establish and define the roles and responsibilities for actions required to convey the land.
The counties must provide compensation to the Reclamation Fund in an amount equal to the fair market value of the land. The counties must also pay the conveyance costs in advance of the conveyance.

I can't believe this bill is even being considered! It's outrageous that they want to transfer control of the Swanson and Hugh Butler Reservoirs to private entities. This is a blatant disregard for the public's interest and will only serve to benefit a select few at the expense of the community. It's clear that this bill is nothing more than a giveaway to special interests, and I am deeply concerned about the potential consequences for the environment and local residents. This is a prime example of politicians putting profits over people, and it's unacceptable. We need to stand up against this kind of corruption and fight for transparency and accountability in our government.

This bill is just another example of the government trying to take away our land and control our lives. I don't trust this at all and I don't think anyone should. It's gonna hurt us all in the long run, mark my words. #NotMyLand #GovernmentOverreach #NoThanks

This bill is a disaster! It's giving away valuable land without proper consideration for the environment or local communities. It's a shame that this is happening. Who benefits from this? Certainly not the people who live and depend on this land.
