STOP CSAM Act of 2023

12/15/2023, 4:07 PM

Summary of Bill S 1199

The STOP CSAM Act of 2023, also known as Bill 118 s 1199, is a piece of legislation introduced in the US Congress aimed at combating the spread of Child Sexual Abuse Material (CSAM) online. The bill seeks to strengthen the ability of law enforcement agencies to identify and prosecute individuals who create, distribute, or possess CSAM.

One of the key provisions of the STOP CSAM Act is the requirement for online platforms to implement technology that can detect and remove CSAM from their platforms. This technology, known as PhotoDNA, is already used by some platforms to identify and remove CSAM, but the bill would make it mandatory for all platforms to implement this technology.

Additionally, the bill includes provisions to increase penalties for individuals convicted of creating or distributing CSAM. It also provides funding for law enforcement agencies to investigate and prosecute cases of CSAM. Overall, the STOP CSAM Act of 2023 aims to strengthen the tools and resources available to law enforcement agencies in their efforts to combat the spread of CSAM online. By requiring online platforms to implement technology to detect and remove CSAM, and increasing penalties for offenders, the bill seeks to protect children from exploitation and hold perpetrators accountable for their actions.
