Summary of Bill HR 3101
Bill 118 hr 3101, also known as the Trade Promotion Authority (TPA) Act, is a piece of legislation that aims to give the President of the United States the authority to negotiate international trade agreements with other countries. The bill outlines the procedures and requirements for Congress to consider and approve these trade agreements.
Under the TPA Act, the President must notify Congress of his intent to enter into a trade agreement at least 90 days before negotiations begin. During this time, Congress must be consulted and provided with detailed information about the agreement. Once negotiations are complete, the President must submit the final agreement to Congress for approval.
The TPA Act also establishes guidelines for Congress to consider and vote on trade agreements. These guidelines include setting specific timelines for Congress to review the agreement, limiting amendments that can be made, and requiring a straight up-or-down vote without the possibility of filibustering. Overall, the TPA Act is designed to streamline the process of negotiating and approving trade agreements, allowing the United States to more effectively engage in international trade. The bill has received bipartisan support in Congress, with proponents arguing that it will help boost the economy and create jobs. However, critics have raised concerns about the potential impact on workers and the environment.
