China Social Media Reciprocity Act
2/1/2024, 4:30 PM
Summary of Bill HR 1714
The bill proposes that the US government should take action to ensure that Chinese social media companies operating in the United States are subject to the same level of scrutiny and regulation as American social media companies operating in China. This would include requiring Chinese social media companies to adhere to the same standards of free speech and expression that American companies are held to.
Additionally, the bill aims to increase transparency and accountability for Chinese social media companies by requiring them to disclose any censorship or data collection practices that may infringe on the rights of American users. This would help to protect the privacy and freedom of speech of American citizens who use Chinese social media platforms. Overall, the China Social Media Reciprocity Act seeks to level the playing field between American and Chinese social media companies operating in each other's countries, in order to promote freedom of expression and protect the rights of users.
Congressional Summary of HR 1714
China Social Media Reciprocity Act
This bill authorizes the President to impose sanctions by requiring social media companies to block certain individuals and entities from using the company's social media services.
The bill also requires the President to impose such sanctions on certain individuals and entities, including those that a social media company knows or should have known are (1) on the Office of Foreign Asset Control's list of specially designated nationals and blocked persons, (2) senior officials in China's government, or (3) agents or instrumentalities of the Chinese Communist Party (CCP) or China's government. The President may waive such sanctions if the President certifies to Congress that the CCP and China's government have removed all prohibitions on U.S. government officials participating in social media platforms in China.
