Bill 118 hr 1528, also known as the Executive Mental Competency Protection Act of 2023, is a piece of legislation currently being considered by the US Congress. The main purpose of this bill is to establish procedures for determining the mental competency of the President of the United States.
The bill outlines a process by which the Vice President, along with a majority of the Cabinet or a panel of medical experts, can declare the President mentally incompetent to carry out their duties. If this declaration is made, the Vice President would then assume the powers and duties of the presidency until such time as the President is deemed mentally competent again.

These evaluations would be used to assess the President's mental fitness to serve in office. Overall, the Executive Mental Competency Protection Act of 2023 aims to ensure that the President of the United States is mentally competent to carry out their duties and responsibilities. It establishes a clear process for determining mental competency and outlines steps to be taken in the event that the President is deemed unfit to serve.
