12/15/2023, 3:53 PM
Summary of Bill HR 121
Bill 118 HR 121, also known as the Limiting Emergency Powers Act of 2023, is a piece of legislation introduced in the US Congress. The purpose of this bill is to place restrictions on the emergency powers that can be exercised by the President of the United States.
Under this bill, the President would be required to seek approval from Congress within 30 days of declaring a national emergency. If Congress does not approve the declaration, the emergency powers would be terminated. Additionally, the bill limits the duration of a national emergency to 60 days, with the option for Congress to extend it for an additional 30 days.
The bill also includes provisions to ensure transparency and accountability in the use of emergency powers. It requires the President to provide regular updates to Congress on the status of the emergency and the actions being taken. It also allows Congress to terminate the emergency powers at any time through a joint resolution. Overall, the Limiting Emergency Powers Act of 2023 aims to prevent the abuse of emergency powers by the President and ensure that Congress has a role in overseeing and approving the use of such powers. It seeks to strike a balance between allowing the President to respond quickly to emergencies while also upholding the principles of checks and balances in the US government.
