Proposing an amendment to the Constitution of the United States to provide certain line item veto authority to the President.

Summary of Bill HJRES 10
Bill 118 HJRes 10 proposes an amendment to the Constitution of the United States that would grant the President certain line item veto authority. This means that the President would have the power to veto specific provisions or items within a bill, rather than having to veto the entire bill as a whole.
The purpose of this amendment is to give the President more control over government spending and to help reduce wasteful or unnecessary expenditures. Supporters of the bill argue that a line item veto would allow the President to target specific areas of a bill that they believe are excessive or unnecessary, without having to reject the entire piece of legislation.
However, opponents of the bill argue that granting the President line item veto authority could potentially upset the balance of power between the executive and legislative branches of government. They argue that it could give the President too much influence over the budgeting process and undermine the authority of Congress. Overall, the passage of Bill 118 HJRes 10 would require a constitutional amendment, which is a lengthy and complex process. It would ultimately be up to Congress and the states to decide whether or not to grant the President line item veto authority.

Congressional Summary of HJRES 10
This joint resolution proposes a constitutional amendment that authorizes the President to use a line item veto to reduce an appropriation in a bill or joint resolution.
Under the amendment, the President must notify Congress within 10 days of using this authority to reduce an appropriation. The House and Senate may then consider disapproval of the reduction.
If at least two-thirds of each chamber of Congress votes to disapprove the reduction, the amount of the appropriation that is subject to the reduction must be returned to the amount that was originally presented to the President.
