The PACTS Act builds upon existing animal cruelty laws by making it a federal crime, punishable by fines and/or imprisonment, to engage in these types of abusive behaviors. The bill also includes provisions for law enforcement agencies to investigate and prosecute cases of animal cruelty more effectively. Overall, the PACTS Act is aimed at protecting animals from unnecessary suffering and ensuring that those who engage in acts of cruelty are held accountable for their actions. It has received bipartisan support in Congress and is seen as an important step towards preventing animal abuse in the United States.
