Summary of Bill HR 5380
One key provision of the bill is the establishment of a College and Career Guidance and Counseling Grant Program. This program would provide funding to states and school districts to hire additional guidance counselors and implement college and career readiness programs. These programs would help students explore their post-secondary options, understand the financial aid process, and develop a plan for their future.
Additionally, the bill includes measures to improve the Free Application for Federal Student Aid (FAFSA) process. It would simplify the application and verification process, making it easier for students to apply for financial aid. The bill also aims to increase awareness of the FAFSA among students and families, ensuring that all eligible students have access to federal financial aid. Overall, the Helping Students Plan for College Act of 2021 seeks to empower students to make informed decisions about their future education and career paths. By providing additional support and resources, the bill aims to increase college access and success for all students.
Congressional Summary of HR 5380
Helping Students Plan for College Act of 2021
This bill requires certain statements related to the impact of nonfederal financial assistance (e.g., private scholarships, grants, and loans) on financial-aid awards from an institution of higher education (IHE).
Specifically, the bill requires an IHE that participates in federal student-aid programs and adjusts its financial-aid awards based on students receiving such other financial assistance to provide enrolled and prospective students with a statement about (1) its policies on adjusting awards, and (2) how receipt of such other financial assistance may impact student eligibility for and the amount of financial-aid awards from the IHE.
The Government Accountability Office must study and report on the relationship between such other financial assistance and eligibility for and the amount of financial-aid awards from IHEs.
