NO EXHAUST Act of 2021
3/8/2023, 8:12 PM
Summary of Bill HR 2852
The main goal of the NO EXHAUST Act is to reduce harmful pollutants emitted from vehicles by requiring the Environmental Protection Agency (EPA) to establish stricter standards for exhaust emissions. This includes setting limits on the amount of pollutants such as carbon monoxide, nitrogen oxides, and particulate matter that can be emitted by vehicles.
Additionally, the bill calls for increased funding for research and development of cleaner vehicle technologies, such as electric and hydrogen fuel cell vehicles. It also incentivizes the production and purchase of low-emission vehicles through tax credits and other financial incentives. Furthermore, the NO EXHAUST Act includes provisions to improve air quality monitoring and reporting, as well as measures to enforce compliance with the new emissions standards. This includes penalties for manufacturers who fail to meet the requirements set forth by the EPA. Overall, the NO EXHAUST Act of 2021 seeks to reduce air pollution and improve public health by addressing the issue of vehicle exhaust emissions in the United States. The bill is currently under review by the House Committee on Energy and Commerce.
Congressional Summary of HR 2852
New Opportunities to Expand Healthy Air Using Sustainable Transportation Act of 2021 or the NO EXHAUST Act of 2021
This bill establishes incentives and related requirements to encourage the manufacture and use of electric, fuel-efficient, or zero-emission vehicles.
For example, the bill directs the Department of Energy to establish a program to provide rebates for expenses associated with publicly accessible electric vehicle supply equipment (e.g., power outlets).
In addition, the bill reauthorizes existing grant programs and creates new grant programs, such as grants for the deployment of electric vehicle charging infrastructure in underserved or disadvantaged communities. It also revises a loan program that provides incentives to manufacture advanced vehicles, including by allowing loans to be awarded through FY2031.
Finally, the bill establishes minimum conservation requirements for federal fleets of vehicles.
