Baby Changing on Board Act

6/21/2025, 6:26 PM

Summary of Bill HR 248

Bill 119 HR 248, also known as the Baby Changing Tables in Rail Cars Act, is a proposed piece of legislation that would require Amtrak, the national passenger rail service in the United States, to install baby changing tables in the bathrooms of all passenger rail cars. The bill aims to make traveling with infants and young children more convenient and accessible for families by providing a safe and sanitary space for diaper changes while on board.

If passed, this legislation would mandate that Amtrak equip all of its passenger rail cars with baby changing tables in the bathrooms, ensuring that parents and caregivers have the necessary facilities to attend to their children's needs while traveling by train. This requirement would apply to all existing and future rail cars operated by Amtrak, with the goal of improving the overall passenger experience and accommodating the needs of families with young children.

Supporters of the bill argue that installing baby changing tables in rail car bathrooms is a common-sense measure that would benefit families and make train travel more family-friendly. They believe that providing these facilities would help to promote inclusivity and accessibility for all passengers, regardless of age or family status. Opponents of the bill may argue that the cost of installing and maintaining baby changing tables in rail cars could be prohibitive for Amtrak, especially given the financial challenges that the organization has faced in recent years. They may also raise concerns about the potential impact on limited space in rail car bathrooms and the logistical challenges of retrofitting existing cars with these facilities. Overall, the Baby Changing Tables in Rail Cars Act represents an effort to address the needs of families traveling by train and improve the overall passenger experience on Amtrak. If passed, this legislation would require Amtrak to take steps to ensure that all passengers, including those with young children, have access to the necessary amenities while traveling by rail.

This bill is so bad, it make me sad. It say that all public places gotta have baby changing stations in the restrooms. But what about us older folks who need help too? It not fair. This bill not think about everyone, just babies. It need to be changed to help all people, not just some. #disappointed #HRBill248 #bigpicture
