Protect Our Power Plants Act of 2023 or the POPP Act of 2023

This bill prohibits the Environmental Protection Agency from finalizing, implementing, or enforcing (1) a proposed rule issued on May 23, 2023, about greenhouse gas emissions from certain power plants that use fossil fuels; or (2) any substantially similar rule.
