Bill 117 HR 587, also known as the Ocean Pollution Reduction Act II, is a piece of legislation introduced in the US Congress aimed at addressing the issue of ocean pollution. The bill focuses on reducing the amount of plastic waste and other pollutants that end up in the ocean, which can have harmful effects on marine life and ecosystems.

One of the key provisions of the bill is the establishment of a grant program to fund research and development of innovative technologies for reducing ocean pollution. This includes funding for projects that focus on improving waste management practices, developing biodegradable materials, and implementing more effective recycling programs.

Additionally, the bill calls for increased funding for coastal clean-up efforts and the implementation of stricter regulations on industries that are major contributors to ocean pollution. This includes measures to reduce the amount of plastic waste generated by these industries and to hold them accountable for properly disposing of their waste. Overall, the Ocean Pollution Reduction Act II aims to address the growing problem of ocean pollution through a combination of research, technology development, clean-up efforts, and regulatory measures. By taking a comprehensive approach to this issue, the bill seeks to protect marine life and ecosystems for future generations.

Congressional Summary of HR 587

Ocean Pollution Reduction Act II

This bill revises requirements under the National Pollutant Discharge Elimination System (NPDES) permit program for the Point Loma Wastewater Treatment Plant in San Diego, California.

Currently, the plant must meet standards established under the NPDES permit program for the primary and secondary treatment of wastewater discharged by the plant into marine waters. The city of San Diego may apply for permit modifications, which offer alternatives to certain secondary treatment standards.

This bill eliminates the need for the city to obtain a separate permit for such modifications. Instead, the city may apply to obtain the permit modifications under the main NPDES permit if the plant meets certain conditions, such as the implementation of a pretreatment program.
