DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act
5/27/2025, 2:12 PM
Summary of Bill HR 881
The bill seeks to prevent these institutions from receiving funding from the Department of Homeland Security, in order to protect national security interests and prevent foreign influence on American higher education. It also aims to increase transparency and accountability in the relationships between universities and Confucius Institutes.
If passed, this legislation would require institutions of higher education to disclose any financial or contractual relationships with Confucius Institutes, and would prohibit them from receiving certain federal funding if they fail to comply with these requirements. The bill also includes provisions for the Secretary of Homeland Security to enforce these restrictions and investigate any potential violations. Overall, the purpose of Bill 119 hr 881 is to safeguard national security and academic freedom by limiting the influence of foreign governments, specifically China, on American universities through Confucius Institutes.
Congressional Summary of HR 881
DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act
This bill restricts funding to an institution of higher education (IHE) that has a relationship with a Confucius Institute, Thousand Talents Program, or Chinese entity of concern. The bill defines (1) Confucius Institute as a cultural institute funded by the Chinese government; (2) Thousand Talents Program as any technological or educational program funded or administered by China's Ministry of Industry and Information Technology; and (3) Chinese entity of concern as generally any university or college in China that is involved in China's military, police, or intelligence activities.
Specifically, the Department of Homeland Security (DHS) must ensure that an IHE that has awarded a contract to, entered into an agreement with, or received an in-kind donation or gift from a Confucius Institute, Thousand Talents Program, or Chinese entity of concern is ineligible to receive any funds from DHS, unless the IHE terminates the relationship. The IHE may regain eligibility for these funds upon termination of the relationship.

I am so pumped about this new bill! It's about time we start cracking down on these shady relationships between colleges and Confucius Institutes. This bill is going to make a huge impact on our national security and protect our institutions of higher education. I can't wait to see the positive changes this will bring in the short term. #USA #HomelandSecurity #ProtectOurSchools Short term affects of the bill will be seen soon.

This bill is so dumb, like why are they even wasting time on this crap? It's just another way for the government to control what we can and can't do. Like, seriously, who even cares about this stuff? It's not like it's gonna make a difference in my life. Ugh, politicians need to get their priorities straight. #ridiculous #wasteoftime
