Purpose and Summary

Federal Freeze Act

This bill bars pay raises for federal employees for one year and requires reductions in the number of employees at each federal agency.

The bill prohibits agencies from increasing the basic pay of any employee for one year after enactment. Also in that first year, the bill prohibits each federal agency from increasing the number of its employees beyond the number employed on the date of the bill's enactment, except that the agency may increase such number when making appointments to positions related to law enforcement, public safety, or national security.

Additionally, the bill requires reductions in force such that within three years of the bill's enactment the number of employees at each agency is 5% lower than it was on the date of the bill's enactment.

Bill 119 HR 200, also known as the "Restrictions on Federal Agency Appointments Act," aims to place limitations on the ability of Federal agencies to make appointments. The bill seeks to ensure that appointments within Federal agencies are made in a fair and transparent manner, free from any potential conflicts of interest.

Specifically, the bill includes provisions that require Federal agencies to adhere to strict guidelines when making appointments, including conducting thorough background checks on potential appointees and disclosing any potential conflicts of interest. Additionally, the bill prohibits Federal agencies from appointing individuals who have a history of unethical behavior or who have been involved in any criminal activity.

The purpose of this bill is to promote accountability and integrity within Federal agencies by ensuring that appointments are made based on merit and qualifications, rather than political connections or personal relationships. By imposing these restrictions, the bill aims to increase public trust in the Federal government and ensure that Federal agencies are operating in the best interest of the American people. Overall, Bill 119 HR 200 seeks to strengthen the integrity of the Federal government by placing limitations on Federal agency appointments and promoting transparency and accountability in the appointment process.
