Purpose and Summary

NOAA Weather Radio Modernization Act of 2023 or the NWR Modernization Act of 2023

This bill requires the National Oceanic and Atmospheric Administration (NOAA) to update the NOAA Weather Radio All Hazards (NWR) network. (NWR is a nationwide network of radio stations that broadcasts weather information 24-7 from the nearest National Weather Service office, including weather warnings, watches, and forecasts.)

Specifically, NOAA must update NWR to expand its coverage and support its reliability, particularly in rural and underserved communities, through timely repairs, additional equipment, software upgrades, alternative means of transmissions, and other system changes. NOAA must assess and report on access to the current system to identify potential improvements.

The NWR Modernization Act of 2023, also known as Bill 118 s 1416, is a piece of legislation currently being considered by the US Congress. The purpose of this bill is to modernize and improve the operations of the National Weather Service (NWS) within the National Oceanic and Atmospheric Administration (NOAA).

One of the key provisions of the NWR Modernization Act is to enhance the NWS's ability to provide accurate and timely weather forecasts and warnings to the public. This includes investing in new technologies and infrastructure upgrades to improve the NWS's forecasting capabilities. Additionally, the bill aims to strengthen partnerships between the NWS and other weather-related organizations to improve coordination and communication during severe weather events.

Another important aspect of the NWR Modernization Act is to improve the dissemination of weather information to the public. This includes expanding the use of social media and other digital platforms to reach a wider audience with important weather updates. The bill also includes provisions to ensure that weather information is accessible to individuals with disabilities and those who speak languages other than English. Overall, the NWR Modernization Act of 2023 seeks to modernize and improve the NWS's operations in order to better protect the public from the impacts of severe weather events. This legislation is currently being debated in Congress, and its passage could lead to significant improvements in the way weather information is communicated and utilized by the American public.
